When the government takes a step or gives an advertisement, unions either support or oppose such a step. Chaalak Shakti is working towards a new regime in which the permits and permit conditions are fully abolished. Authority to regulate the fares is given to the driver’s unions, their cooperatives and the corporates. An 11-member regulatory authority should be appointed for each region instead of STA that shall decide the challan amounts, number of vehicles, fare guidelines, conditions imposed on plying vehicles, etc.

Our Goals

  • Form a strong union of drivers, fuel pumps attendants, parking attendants and delivery executives that operates nationwide.

  • To ensure income equality for all categories of drivers (autorickshaws, black and yellow taxis, and city taxis).
  • Appointment of a regulatory body that takes all decisions in its area. There may be 100+ such bodies, each body having 20% representations from drivers.

  • Construct a centrally AC 5-star office with the facilities for conferences, executive cabins, call centre, work counters, etc.

  • Form 10 motorcycle borne help squads for field work and to help you in Delhi.

  • Appoint 15-20 lawyers in various courts and offices to help you in Delhi.

  • Have a 20-seat call centre functioning round the clock for your help in Delhi.

  • Have a mobile team stationed at Burari for your help in Delhi.

  • We intend to be able to help you throughout the country.

Legal cases handled so far

  • We got the age of the DL1RT taxis increased from 8 years to 15 years through the Delhi High Court.

  • Transport Commissioner has been asked by the Delhi High Court to revise the fares for both for independent taxis and taxis running under aggregators.

  • We have prepared a writ petition to create space for auto and taxi stands for 1,05,000 vehicles.

  • Out of the above, we have asked to create good resting places for 50,000 drivers and vehicles with facilities for snacks, drinks and entertainment.

  • We have filed a writ petition in Delhi High Court for the separation of the Permit and the Vehicle in the case of autorickshaws. This will enable the driver to come out of the clutches of the Auto Finance Mafia.

  • Do away with the provision of mandatory uniform and its challan of over Rs.10,000.

  • Road tax collection in excess of what is lawful should be stopped. A case in the Delhi High Court is already going on and we are expecting a refund of Rs.75 crores to the drivers. Verdict is expected soon.

  • License fee of Rs.5,000 under the City Taxi Scheme is illegal and it should be abolished through our case filed in the Delhi High Court.

Upcoming legal cases

  • DL1RT age has been increased to 15 years but the authority is illegally charging late fee, extended license fee and extended permit fee. We are preparing a case for refund of such monies.

  • The age of the AITP permit should be increased to 15 years.

  • Aggregator Scheme will be challenged on many grounds.

  • Toll tax of ₹100 charged by MCD is illegal and it will be challenged.

  • Online challans are illegal on many counts.

  • With less than 1% of its budget, Delhi govt. can ensure a weeklong residential training and compensation of ₹750 per day to each driver.

  • Permit conditions are skewed and need to be corrected.

  • GPS and Speed Governors are meant for security which is a state function. Drivers should not be charged.

Legal cases for Future

  • Requirement for a permit and permit conditions.

  • Prepaid booths are all illegal and must be challenged.

  • Issues of fuel e-rickshaws, pumps’ attendants, parking attendants and delivery executives will be studied in detail and appropriate actions will be taken soon.

Chaalak Shakti is a National Union which has a membership fee of ₹ 500 per annum. We intend to file nearly 15 writ petitions in the Supreme Court and Delhi High Court. We will also appoint 100s of office-bearers across the country in 2025.
